Europe's significant investment in solar power over the past decade has made it the region's primary electricity source during summer, but this rapid expansion has outpaced grid infrastructure development, leading to substantial energy waste and operational challenges. The grid's inability to handle the surge in solar output is causing financial returns to decline for producers and a record amount of electricity to be curtailed, meaning plants are forced to shut down on sunny days. Approximately 40 terawatt-hours of electricity, enough to power Greater London, is expected to be wasted in the coming months due to these limitations.
The European Commission acknowledges that while the bloc excels at producing clean power, it struggles to efficiently transport and utilize it. Grid congestion, insufficient storage, and inflexible demand are resulting in more frequent negative electricity prices and curtailment of renewable energy. In 2024, over 10 TWh of renewable electricity, enough to power about 2.85 million European homes, could not be used due to grid limitations. This inefficiency also led to redispatch costs, where more expensive generation is used because cheaper renewable power cannot reach consumers, costing around $4.3 billion in 2024 and projected to reach $26 billion by 2030 if unaddressed.
The issue is not the economic viability of solar technology, as panel prices have dropped by about 99% since the 1970s. Instead, the challenge lies in the declining value of solar output during peak generation periods when the system needs it least. This dynamic is transforming the power purchase agreement (PPA) market, with a shift away from traditional "pay-as-produced" contracts. Independent solar PV's share in PPA deals fell from over 55% in 2025 to about one-third in the first half of 2026, as buyers increasingly favor contracts that specify delivery timing, captured prices, and exposure to negative-price hours. This highlights the growing need for energy storage solutions and more integrated energy products to manage the intermittency of solar power.
Countries like Spain exemplify this challenge, having made great strides in renewable energy but lagging in battery storage and grid investments. The lack of storage exacerbates grid strain, with control rooms experiencing frequent alarms due to voltage surges and overloaded systems. To address these issues, the EU is preparing an overhaul of its renewable energy rules post-2030, focusing on increased investment in grids and storage, clearer rules for hybrid renewable-and-storage projects, and leveraging electric vehicles and smart charging for system flexibility. These measures aim to prevent a disorderly energy transition that could undermine net-zero goals and increase energy costs.
