German defense company Rheinmetall and Finnish satellite operator ICEYE have officially established their joint venture, Rheinmetall ICEYE Space Solutions GmbH, headquartered in Neuss, Germany. This venture aims to deliver space-based intelligence, surveillance, and reconnaissance (ISR) data to the growing European market, with a specific emphasis on German security needs. Initial partners in the venture include German space startups Reflex Aerospace, OroraTech, ConstellR, and LiveEO.
The partnership, which was first announced last November, received a significant boost in December when the German Ministry of Defence awarded them a €1.7 billion ($1.99 billion) contract. This contract is for the development and operation of a new Synthetic Aperture Radar (SAR) constellation, a technology crucial for its ability to image through cloud cover and at night. Rheinmetall ICEYE Space Solutions will be manufacturing the new generation ICEYE Gen4 SAR satellites in Neuss.
The core objective of the joint venture is to foster strategic autonomy in space for Germany and Europe, reducing reliance on external powers for critical intelligence. Rheinmetall CEO Armin Papperger emphasized that the approach follows an open architecture, aiming to build a resilient and expandable ISR platform. While open to European partners, Papperger expressed reservations about integrating US firms if technological access is restricted. Germany itself plans to invest up to €35 billion in space over the next eight to nine years to achieve these capabilities.
The venture will integrate key capabilities from the German NewSpace and defense ecosystems into a unified, end-to-end architecture. This includes sensors, analytics, command support, and operational effects across space, air, land, sea, and cyber domains. The system will leverage AI-supported processing to speed up decision-making and provide multi-modal Earth observation capabilities, with particular attention to SAR's all-weather, day-and-night reconnaissance advantages.
