Romania's Ministry of Public Finance announced its September 2026 FIDELIS bonds, available from September 4 to September 11, targeting both resident and non-resident individuals over 18. These bonds offer tax-free interest and capital gains, making them competitive with bank deposits. The program has been highly successful, attracting 847 million RON through 11,492 subscriptions in this recent offering, contributing to a total of 72.4 billion RON (approximately 14.5 billion EUR) since August 2020.

Special tranches are offered to blood donors, who can subscribe to two-year RON bonds at a 7.3% interest rate and three-year EUR bonds at 5%. These donors benefit from a significantly lower minimum subscription threshold of 500 RON (compared to 5,000 RON for standard issues) and 100 EUR (compared to 1,000 EUR for standard issues), with a maximum cap of 100,000 RON or 20,000 EUR. This initiative aims to encourage both savings and support for the medical system.

For general investors, the RON bonds offer tax-free interest rates of 6.3% for two years, 6.9% for four years, and 7.5% for 10 years. EUR bonds are available at 4% for three years and 6.3% for 10 years. The nominal value for these bonds is 100 RON for RON issues and 100 EUR for EUR issues. The bonds are listed on the Bucharest Stock Exchange, allowing investors the flexibility to sell them before maturity without subscription fees.

Partner banks for subscription include BT Capital Partners, Banca Transilvania, Banca Comercială Română, BRD – Groupe Société Générale, UniCredit Bank, TradeVille, Salt Bank, and Libra Internet Bank. The program's success is evident in the 10.4 billion RON attracted in the current year alone, indicating sustained interest in fixed-income investments from the state.
