Hong Kong is preparing to launch an offshore Renminbi (RMB) bond index, a key initiative in its broader strategy to deepen its role as a global offshore yuan business hub. This move, announced by the city's Chief Executive in a policy speech, aims to bolster yuan liquidity and facilitate wider use of the currency across financing, investment, and trade. The Hong Kong Exchanges and Clearing Limited (HKEX) will introduce the HKEX Offshore RMB Bond Index, which will serve as a reference for market trends and an underlying index for exchange-traded funds (ETFs).
This development comes as the offshore RMB bond market has experienced significant growth. As of April 2026, the outstanding amount of offshore RMB bonds circulating in Hong Kong exceeded 2 trillion yuan, with issuance in 2026 already surpassing 800 billion yuan, a year-on-year increase of over 50%. The introduction of an official pricing benchmark is seen as crucial, as previously, quotes from different intermediaries could vary substantially, hindering market transparency and efficiency.
The new index complements earlier efforts to standardize the offshore RMB bond market. In early July, Postal Savings Bank of China, China CITIC Bank, and CCXI Index launched a suite of offshore RMB bond valuation and index products, covering over 90% of the outstanding market. These products integrate multi-source data to provide a fair pricing basis. The ongoing expansion of the "Southbound Connect" program, which allows mainland institutions to invest in Hong Kong's debt market, further underscores the urgent demand for refined tools for price discovery, risk management, and asset allocation in the rapidly growing market.
Beyond the bond index, Hong Kong's strategy includes enhancing RMB liquidity through mechanisms like the expanded RMB Business Facility and exploring enhancements to the Currency Swap Agreement with the People's Bank of China. The city also plans to expand dim sum bond issuance, diversify products to include RMB counters under Stock Connect, and enrich RMB foreign exchange futures. These measures aim to solidify Hong Kong's position as a leading hub for offshore yuan business and to promote the internationalization of the Renminbi.
