Terra Drone, a Japanese company, is making a full-scale entry into the defense drone market, establishing a system for domestic production of interceptor drones. The company plans to produce tens of thousands of interceptor drones annually, with CEO Toru Tokushige emphasizing the urgency due to changes in Japan's security environment, including rising tensions over Taiwan. This initiative aims to address the current reliance on overseas manufacturing for both drones and their components, which poses significant supply continuity risks during contingencies.
Terra Drone has acquired two Ukrainian firms, Amazing Drones and WinnyLab, to leverage battlefield-tested technology and production methods for their interceptor drones. The company's Terra A1 interceptor drone costs approximately ¥400,000 (about $2,700) per unit and can be produced using 3D printing for its frame. Tokushige highlights that while Ukrainian workshops can produce around 1,000 drones a month with 10 employees, larger factories can produce up to 300,000 drones monthly. Japan's Defense Ministry has already placed an order with Terra Drone for interceptor drones, with deliveries expected to start as early as September.
A key challenge for Terra Drone is establishing a reliable domestic supply chain for components, as Japan currently depends heavily on foreign parts, particularly from China and Taiwan. While Taiwanese components are a compromise between price, quality, and security, their reliance presents a strategic risk if a contingency in the Taiwan Strait disrupts shipping. Terra Drone is working to develop domestically produced batteries and advocates for the Defense Ministry to mandate Japanese production of major components like motors and controllers in procurement tenders. Tokushige aims to build a "mother factory" with standardized manufacturing procedures, which could then be replicated to significantly expand production capacity during an emergency.
The company believes that establishing domestic component production is crucial for Japan's national security, allowing for rapid scaling of drone manufacturing in a crisis. Tokushige points out that the conventional procurement process, which can take over a year, is too slow given the current geopolitical landscape. He stresses the need for political leadership to accelerate the shift towards domestic content requirements, suggesting an initial requirement of at least 65% Japanese-made components. Despite the challenges of convincing major Japanese defense contractors to invest in projects with high uncertainty, Terra Drone is pushing forward, viewing its efforts as vital for Japan's defense capabilities in modern warfare.
