Norwegian authorities seized the Russian state-owned vessel "Professor Molchanov" in the Arctic archipelago of Svalbard on September 2, 2026. This action was taken at the request of Ukraine's state-owned energy company, Naftogaz, as part of a global effort to enforce a $4.22 billion arbitration award against Russia. The award, issued by a tribunal in The Hague in April 2023, compensates Naftogaz for assets, including gas fields and pipelines, seized by Russia following its 2014 annexation of Crimea.
Naftogaz has been pursuing legal action since 2016 to recover these funds, and Russia has refused to pay the award. Consequently, Naftogaz has been petitioning national courts worldwide to obtain orders allowing for the seizure of Russian commercial assets. The Nord-Troms and Senja District Court in Norway approved the seizure on August 31, 2026, and the Governor of Svalbard, acting as the enforcement authority, executed the order.
The "Professor Molchanov," an oceanographic research vessel built 43 years ago, is owned by the Russian Federation and operated by Roshydromet, Russia's state meteorological service. It has been used for commercial expedition cruises between Murmansk and the Russian settlement of Barentsburg in Svalbard. The vessel has been ordered to remain berthed in Barentsburg, and Norwegian authorities are handling matters concerning the crew and passengers. Naftogaz is coordinating similar enforcement measures in various jurisdictions, including the United States, France, the United Kingdom, and Finland, where Russian assets have been frozen.
