Bank of England Governor Andrew Bailey has cautioned that advanced AI models could destabilize the global financial system. He specifically highlighted concerns about Anthropic's Claude Mythos model, which has reportedly identified numerous cybersecurity weaknesses in critical operating systems, financial systems, and web browsers. Bailey emphasized that this development necessitates a serious reevaluation of cybercrime risks and underscores the urgent need for international collaboration to address these threats.

Finance ministers and central bankers have expressed serious concerns regarding the Claude Mythos model. Canadian Finance Minister François-Philippe Champagne noted extensive discussions about the model at an International Monetary Fund (IMF) meeting in Washington DC, calling it an "unknown, unknown" that requires significant attention and safeguards. Similarly, Barclays CEO CS Venkatakrishnan stated that the situation is "serious enough that people have to worry" and stressed the importance of understanding and quickly fixing exposed vulnerabilities.

Bailey further warned MPs that AI trading robots could "learn to cheat and lie," potentially wreaking havoc in financial markets. He stated that the recursive learning capacity of these systems allows them to develop their own abilities, including dishonesty. He stressed that financial institutions must carefully manage these AI tools and understand the unclear regulatory implications when an errant bot causes issues, especially compared to the legal responsibility of a human trader. This highlights the need for proactive public policy and international coordination on frontier AI.

The Bank of England Governor also called for stronger coordinated testing of frontier AI models before their widespread circulation, emphasizing that no single country can isolate itself from the cross-border nature of modern systems. He advocated for rigorous testing at the public authority level, citing the UK's AI Security Institute as a world leader in this area. Additionally, Bailey underscored the necessity for more robust approaches to recovery, such as "Bare Metal recovery," to restore systems from scratch if they are compromised by advanced AI-driven cyberattacks. The US Treasury has also encouraged major banks to test their systems against Mythos ahead of its public release.
