The air war between Russia and Ukraine has entered a new and deadlier phase, characterized by an escalation in drone attacks from both sides. Analysts note that offensive capabilities now appear to outstrip air defenses, resulting in a higher number of successful strikes, increased damage to critical and economic infrastructure, and a rise in civilian casualties. Olha Polishchuk, Eastern Europe research manager at ACLED, a global conflict monitor, observed a significant increase in attack events and casualties, along with a greater variety of targeted locations.

Russia is increasingly deploying jet-powered and missile drones, which are faster and more challenging for Ukrainian air defenses to intercept. These drones offer less reaction time, potentially allowing more targets to reach areas deeper within Ukraine. While not expected to entirely replace traditional Shahed drones or cruise missiles, jet drones are emerging as an intermediate category, providing Russia with a combination of greater speed and the ability to conduct mass attacks. Ukrainian Air Force spokesperson Col. Yurii Ihnat stated that jet-powered drones account for as much as two-thirds of all drones used in some Russian attacks, a significant increase from earlier estimates of up to 20%.

Ukraine is responding by developing its own faster interceptor and strike drones. The country is interested in cheaper interceptor drones, similar to its P1-Sun system, to address the economic inefficiency of using expensive surface-to-air missiles like Patriot, SAMP/T, and IRIS-T against relatively inexpensive drones. Concurrently, Ukraine has ramped up long-range strikes on military and energy targets deep inside Russia, forcing the Kremlin to make difficult decisions regarding air defense allocation. This escalation in aerial warfare has led to an operational effect not seen before at this scale, according to Kateryna Stepanenko of the Institute for the Study of War.
