On May 7, Transportation Secretary Sean Duffy and the U.S. Maritime Administration (MARAD) launched this effort, focusing on the development of Small Modular Reactors (SMRs) for commercial vessels. This initiative is positioned as a strategic step to restore American maritime prominence, reduce reliance on conventional marine fuels, and counter China's significant lead in global shipbuilding capacity.
The initial phase of this initiative involves a formal Request for Information (RFI), seeking proposals and industry feedback on how nuclear propulsion can be effectively deployed across commercial fleets, shipyards, and logistics networks. The administration highlights that this technology could substantially extend vessel range, cut fuel costs, strengthen domestic shipbuilding capabilities, and bolster national security, particularly amidst growing geopolitical tensions and energy disruptions affecting global shipping routes. Key priorities include developing high-power onboard energy systems, reducing maintenance and fuel expenses, incorporating reactor construction into U.S. shipyards, and establishing necessary liability and insurance frameworks for commercial operation.
While nuclear propulsion has a long history in naval vessels and icebreakers, its commercial adoption has been limited due to high upfront costs, regulatory hurdles, port-access restrictions, liability concerns, and public apprehension regarding nuclear safety. The last U.S. nuclear-powered civilian vessel, the NS Savannah, was launched in 1959. Companies like Kairos Energy and X-energy are currently active in developing advanced SMRs, with some projects expected to be operational by the early 2030s. MARAD emphasizes that this effort is crucial to avoid a strategic disadvantage, as global competitors are already advancing the integration of nuclear propulsion into their maritime industries.
