Chevron has announced a major initiative to develop a 2.67-gigawatt natural gas-fired power plant in Reeves County, West Texas, to directly supply electricity to a Microsoft data center. This project, dubbed Project Kilby, marks Chevron's first large-scale power plant specifically for a data center and is part of a 20-year power deal with Microsoft. The power plant will leverage natural gas from the Permian Basin, where Chevron already has extensive operations, offering a cost advantage due to the region's abundant and inexpensive gas supply. The facility is expected to begin power production by 2028 and will eventually generate enough electricity to power approximately 667,500 homes on a hot Texas summer day.
The project is significant for several reasons. It allows Chevron to bypass traditional grid connections by co-locating the power plant with Microsoft's data center, ensuring a direct and reliable power supply. This move signifies a new venture for Texas oil companies, including Exxon Mobil and Diamondback, into large-scale commercial electricity generation, capitalizing on the booming demand for power from AI-driven data centers. Chevron anticipates the project will generate over $10 billion in state and local tax revenue and create nearly 2,000 jobs.
Environmental considerations are also being addressed. Chevron plans to use non-potable, brackish groundwater and reuse oilfield wastewater, known as "produced water," for its power generation operations. The company, in collaboration with partners like Exxon and ConocoPhillips, has a pilot facility in Reeves County designed to reclaim about 1,000 barrels per day of oilfield wastewater. This initiative aims to reduce the industry's reliance on underground wastewater disposal, which has been linked to seismic activity, and to develop new water sources in an arid region, mitigating pressure on Texas's limited freshwater resources. However, critics like the Environmental Integrity Project estimate Project Kilby could release over 13 million tons of carbon dioxide and significant amounts of other pollutants, raising concerns given Microsoft's carbon emission reduction pledges.
