Romania has taken drastic measures to maintain the operation of its sole functioning nuclear reactor at Cernavoda amidst record-low water levels in the Danube River. The plant's director, Romeo Urjan, announced that efforts to blast rock formations and subsequently sink barges into the river could extend the reactor's operating time by nine to ten days, a significant improvement from the initial projection of five to six days without intervention. This comes after the Danube's flow in Romania dropped to an unprecedented 1,400 cubic meters per second, roughly a third of its typical August average.

The emergency operations, including a controlled explosion on Monday to clear a riverbed and subsequent plans to submerge four barges, aim to reroute sufficient cooling water to the Cernavoda plant. The costs of these operations are deemed worthwhile, with Defence Minister Radu Miruta stating that each day the nuclear plant functions is three times more efficient than the operational expenses. The temporary dam construction, expected to conclude on Wednesday, is a critical component of these efforts, with its impact on water levels at Cernavoda anticipated within about a day of the barges being submerged, given the 60-kilometer downstream distance.

Despite these short-term successes, financial institutions like ING Bank have cautioned against viewing these extraordinary measures as a sustainable energy strategy. While they provide a temporary reprieve, they do not address long-term energy needs, such as creating new generation capacity, reinforcing cross-border interconnections, or accelerating storage deployment. The potential shutdown of the reactor would significantly impact Romania's electricity balance, which already relies on net daily imports and substantial exports to Hungary, exacerbating regional energy challenges.

The Romanian government has declared an energy alert for the entire month of August, with the most severe system pressure expected around August 15th. Contingency plans include emergency electricity imports and potential temporary demand reductions by large industrial consumers, although household interruptions are not anticipated. Neighboring Hungary has also been affected, with their atomic plant, also reliant on Danube water, gaining only two additional days of operation from similar efforts.
