The Trump administration has now spent nearly $4 billion in taxpayer money to cancel offshore wind projects, following a $1.22 billion settlement with RWE U.S. Offshore. This agreement, announced Thursday, will see RWE relinquish leases for wind farms off New York, California, and Louisiana, which had the potential to generate approximately seven gigawatts of power, enough for over five million homes. RWE stated that despite years of planning and investment, there was no foreseeable path to permit these projects.
This latest deal is the fifth such agreement struck by the Trump administration since March, following similar buybacks from developers like TotalEnergies and Invenergy. In total, the government has terminated 12 offshore wind leases. As part of the RWE agreement, the German firm will reportedly invest about $900 million in acquiring a stake in a liquefied natural gas project in Louisiana and will spend $300 million on new gas turbines, signaling a shift towards fossil fuel investments.
Democrats have criticized these actions, with New York Senator Chuck Schumer stating that the administration is spending almost $4 billion to eliminate clean energy sources while New Yorkers face high energy costs. Seven Democratic-controlled states, including New York, have sued the Trump administration over a similar deal with TotalEnergies, and California has indicated it will sue over another canceled wind lease. The administration, however, frames these agreements as resolving legal disputes and allowing for investments in projects that can meet current energy demand.
