Turkey's Toprak Mahsulleri Ofisi (TMO) announced on July 29, 2026, that it has lifted the export ban on milling wheat and wheat groats (kırıkları), which had been in place since March 2025. This decision was made after evaluating domestic production, existing stock levels, and internal consumption needs, concluding that the supply security is at a sufficient level to allow exports.
The TMO will manage export applications through the General Secretariat of the Central Anatolian Exporters' Associations (OAİB). These applications will be assessed by the TMO based on the domestic supply situation to ensure a controlled and balanced export process. The agency emphasized that domestic market supply security will remain a priority.
The TMO reiterated its commitment to policies that protect producers and consumers, maintain market balance, and ensure food supply security. The organization stated that export permits will continue to be evaluated based on domestic market conditions and stock levels. The export of milling wheat and wheat groats remains subject to the "Communiqué on Goods Subject to Registration for Export," requiring TMO approval.
The move comes amid expectations of a significant harvest in Turkey, contributing to the decision to ease export restrictions. This change aims to support producers and leverage the country's agricultural output while ensuring that domestic needs are met.
