Elite Chinese AI engineers and scientists are increasingly leaving Silicon Valley to return to China, marking a significant shift in global AI talent flow. This reverse brain drain is driven by 'push' factors from the US, such as more restrictive immigration policies making it difficult to transition from student visas to green cards, and a perception among Chinese engineers that the US no longer welcomes them. For instance, the percentage of Tsinghua University engineering graduates applying for PhDs in the US has dropped from about 50% before Covid-19 to around 20% today.

Simultaneously, 'pull' factors from China include rapidly accelerating technological development, significantly more opportunities, and attractive micro conditions such as competitive pay. Notable returnees include Roger Jiang, who left OpenAI to establish a robotics start-up in Shenzhen, and Wu Yonghui, who departed Google DeepMind to lead ByteDance's efforts in next-generation large language models. Headhunters report relocating over 30 US-based researchers to China in the past year, compared to a low single-digit previously.

While Silicon Valley still boasts a robust ecosystem for technological incubation, and some Chinese AI engineers are still lured to the US (e.g., Meta poaching Alibaba's AI engineers), the overall trend suggests a rebalancing of global tech talent. This migration reflects where the greatest opportunities and stability are perceived, moving from a historic one-way street to the West to a more reciprocal flow as China's tech sector matures and US immigration policies tighten. China now accounts for a growing share of top AI researchers globally, with its share in top companies rising from 11% in 2019 to 28% in 2022, while the US share decreased from 59% to 42% in the same period.
