US President Donald Trump announced on July 9 that he would approve a license for Ukraine to produce its own Patriot missile interceptors. This move, while signaling a potential breakthrough for Kyiv, is considered a long-term investment that will take years to yield concrete results. Experts, including Timur Kadyshev from the Institute for Peace Research and Security Policy, estimate that the administrative process for the license alone could take six months to a year due to tight export controls on Patriot systems. Only after this process can Lockheed Martin, the primary manufacturer, grant the license to Ukraine.
Ukraine is currently facing a critical shortage of Patriot interceptors, essential for defending against Russian ballistic missiles. While PAC-2 interceptors can be used for air defense against cruise missiles and drones, PAC-3 models are specifically designed for ballistic missile defense. The PAC-3 offers a 30-50% chance of intercepting a ballistic missile, often requiring two missiles per target, whereas the PAC-2's effectiveness against ballistic missiles is below 10%. Ukraine's President Zelensky has highlighted this dire need, and the Ministry of Defense has appealed to 40 partner countries for urgent missile deliveries.
The timeline for Ukraine to produce its own Patriot interceptors is extended. Japan is currently the only country besides the U.S. capable of producing the PAC-3 system locally. Producing Patriot missiles involves more than just the missile itself; it includes radar, command posts, launchers, software, and various components from multiple subcontractors. Even an optimistic scenario suggests it would take at least two to three years for stable serial production, with some experts predicting the first domestically produced missiles no earlier than 2029. The production cycle for a single PAC-3 missile can take 23 to 25 months. Furthermore, building production facilities in Ukraine presents a significant challenge, as they would be prime targets for Russian attacks, necessitating dispersed production sites.
While this agreement offers long-term benefits, such as establishing Ukraine as a potential hub for Patriot production in Europe and a dissuasive force against future Russian aggression, it does not address the immediate demand. European countries are themselves scrambling to replenish their Patriot stocks after donating them to Ukraine, and there is high global demand from nations like South Korea and Japan facing ballistic missile threats from China, and Middle Eastern countries needing to replace depleted stockpiles. Germany has invested billions in its own Patriot production, with PAC-2 production approved in 2022 not expected to deliver missiles until 2027.
