He believes that the rise of artificial intelligence (AI) will fundamentally transform economies, leading to a sharp decline in the labor portion of the economy compared to capital. To counter this, Khosla proposes a radical rethinking of capitalism and tax policies.
Khosla suggests that equalizing capital gains tax rates with ordinary income tax rates, combined with other adjustments, could generate enough revenue to eliminate taxes for an estimated 125 million American taxpayers. He also criticizes existing tax breaks he deems "special interest goodies," such as carrying over tax losses and tax-free borrowing against unrealized gains, calling them abuses rather than true capitalism. These changes, he claims, could even lead to increased revenue and more concessions for labor.
He has consistently argued that AI will require sweeping policy changes, including the potential need for universal basic income (UBI) as AI could automate 80% of jobs across 80% of sectors within 25 years. Khosla views government regulation of AI's impact and ensuring equitable wealth distribution as crucial. Despite potential criticisms that higher taxes might discourage entrepreneurship or lead to wealthy individuals leaving the country, Khosla has stated he has no plans to leave California amidst discussions of a state wealth tax.
Khosla's advocacy comes as part of a broader argument that AI will make expertise widely accessible at low cost and drive a "hugely deflationary" economy. He posits that the government could be revenue-neutral while implementing these changes, thereby allowing for the removal of lower-income households from the tax rolls. He has sought economic analysis to validate the math behind his proposals.
