Millennium Management will support the launch of a new quantitative hedge fund firm, Third Epsilon Ltd., headed by former Citadel researcher Paul Dou. Hong Kong-based Third Epsilon will initially manage capital exclusively for Millennium, with allocations expected to potentially exceed $1 billion over time. This move signifies Millennium's ongoing strategy of backing emerging hedge fund managers, reflecting a broader trend of increased institutional demand for systematic investment strategies.

Paul Dou, who established Third Epsilon after departing Citadel in 2024, spent six years at Citadel, serving as a research lead within the firm’s Global Quantitative Strategies business. The backing of Dou's firm is part of Millennium's recent series of seed and strategic backing arrangements. Other recent examples include Echion Capital, a commodities-focused firm led by former Millennium portfolio manager Chaitanya Mehra, and a significant capital allocation to former Goldman Sachs trader Qin Xiao.

This development comes amidst an accelerating trend of hedge fund launches, driven by rising institutional demand for alternative investments. Industry assets reached an estimated $5.2 trillion in the first quarter of 2026. Allocator surveys indicate a continued appetite for both multi-strategy and quantitative investment approaches. Millennium is not unique in this regard, as other large institutional investors, such as Blackstone, have also explored backing start-up quantitative firms, particularly those focusing on market-neutral and data-driven investment strategies in Asian equity markets.
