Japanese Prime Minister Sanae Takaichi has introduced an ambitious investment plan for Japan's economy, intending to allocate over ¥370 trillion ($2.3 trillion) over 14 years, concluding in March 2041. This extensive roadmap targets key sectors such as artificial intelligence and semiconductors, with ¥101.6 trillion specifically earmarked for these areas. The initiative is designed to foster a "strong and prosperous investment framework" and reshape Japan's economic priorities amidst technological advancements and geopolitical shifts.

The plan outlines investments across 17 strategic sectors, including defense, space, shipbuilding, quantum technology, energy, medicine, and entertainment. Of the total investment, ¥68 trillion will go towards semiconductors. Other significant projections include ¥10.5 trillion for physical AI, ¥8.2 trillion for self-driving technology, and ¥32.7 trillion for data centers and storage batteries by fiscal 2035. The content sector is also a major focus, with projections of around ¥30 trillion, including ¥24.5 trillion for games by fiscal 2033 and ¥1.3 trillion to ¥3.3 trillion for anime, manga, music, and films.

While the plan's scale is unprecedented, questions remain regarding the specifics of its funding over the long 14-year timeframe. Critics and analysts have expressed concerns about how much fresh government spending the program will entail, especially given Japan's already challenging fiscal position, which is considered the worst among advanced economies. The government, however, anticipates that its ambitious public-private investment and growth strategy will lead to an almost 2% increase in Japan's inflation-adjusted gross domestic product by fiscal 2040 and a gradual decline in the debt-to-GDP ratio.

Finance Minister Satsuki Katayama also submitted a document detailing a new multi-year framework for budgeting, expected to start next fiscal year. This mechanism will fund policies aimed at boosting growth potential, including investments in economic security and crisis preparedness. The government has estimated significant economic impacts from specific investments, such as ¥443 trillion from AI and ¥107 trillion from data centers, with projections based on market size and competitiveness in each sector after consultations with academics, private companies, and industry groups.
