Across the United States, infrastructure and government systems, originally designed for the weather patterns of the mid-20th century, are proving inadequate for the more extreme and frequent weather events occurring today. Cities and utilities are now being forced to re-evaluate their resiliency plans in the face of these challenges. American cities have historically experienced severe weather, but recent years have brought more intense events, some of which are entirely new to local experiences. This issue is compounded by already deteriorating infrastructure, which includes weakened dams, aging pipes, and strained electrical grids.

In response to these escalating climate threats, some local governments are initiating projects to protect vital infrastructure such as power lines, roads, and water systems. For example, New York City is allocating over $20 billion towards adaptation efforts to combat storm surges, tidal flooding, heavy rainfall, and extreme heat. Similarly, Miami Beach, Florida, is investing approximately $1 billion in a plan that encompasses raising roads, elevating sea walls, and installing new pump stations to handle more intense downpours.

However, communities face significant financial hurdles in funding these crucial upgrades for power grids, stormwater systems, and other aging infrastructure. The U.S. is currently investing only about half of the necessary amount for infrastructure improvements. This funding deficit is projected to grow to nearly $2.59 trillion over the current decade, according to a report from the American Society of Civil Engineers. President Biden has advocated for substantial investments to modernize public works and mitigate climate change impacts, and he signed a roughly $1 trillion infrastructure package that includes about $50 billion specifically for climate-resiliency projects.

The impact of extreme weather extends beyond physical infrastructure. For instance, Minnesota, currently experiencing a severe drought, has seen over 2,000 wildfires this year, significantly more than the average of 1,172. These fires have burned over 69,000 acres, more than five times the annual average. This has prompted states like Minnesota to rethink not only infrastructure needs but also essential services such as wildfire protection, which are becoming increasingly critical.
