U.S. Transportation Secretary Sean Duffy is seeking an additional $10 billion from Congress for the next phase of a massive overhaul aimed at modernizing the system, primarily to develop new software to manage air traffic more efficiently. The FAA's air traffic telecom system has repeatedly suffered failures, including serious outages at Newark Airport and disruptions at Washington's three airports due to aging technology, highlighting the urgent need for upgrades.
Despite ongoing efforts, the system remains critically understaffed, with a shortfall of over 3,000 certified professional controllers. The FAA requires approximately 14,000 controllers but currently employs around 10,800. This shortage has persisted despite emergency hiring campaigns since 2023. The agency's 2026-2028 Air Traffic Controller Workforce Plan aims to hire 2,200 new controllers in fiscal year 2026, 2,300 in 2027, and 2,400 in 2028, targeting a full staffing level of 12,563 by 2028. However, bureaucratic hurdles, such as the limited capacity of the FAA Academy for training, make solving the shortage a long-term challenge.
Technologically, the system is described as relying on "analog descendants" and "glorified calculators" by FAA Administrator Bryan Bedford. The modernization plan, known as the Brand New Air Traffic Control System (BNATCS), seeks to replace outdated radar, radio networks, and even paper slips with modern digital tools. This includes replacing copper wires with fiber optic cables, upgrading radio and radar systems, and integrating artificial intelligence and machine learning tools for better traffic management. By the end of 2028, the FAA plans to install 5,000 new high-speed network connections, 27,000 new radios, and 612 state-of-the-art radars to enhance reliability and reduce outages.
The staffing and technology issues have direct consequences for travelers, manifested as ground delay programs and significant increases in delay minutes. In fiscal year 2025, air traffic control-related delays accounted for approximately 14.3 million minutes, a 22% increase over pre-pandemic levels. With record-breaking summer travel projected for 2026, exceeding 280 million passengers, the strained system is expected to face immense pressure, raising concerns about on-time performance and overall efficiency. Bipartisan legislation, the Air Traffic Workforce Stabilization Act, proposes $2.1 billion over five years for hiring and retention, awaiting floor scheduling in the Senate.
